Board Chairs Prepared For Transparency

The Audit Bench of the Supreme Court wants them to ensure good governance and transparency in the management of government institutions and State corporations.

The board chairpersons of the 160 government institutions, State corporations and semi-public enterprises in Cameroon are being trained in Yaounde on how best the boards should ensure good governance and transparent management of their respective institutions. The Audit Bench of the Supreme Court, the institution responsible for controlling and auditing the accounts of the institutions, within the framework of an exchange forum that ends today, intends to correct the shortcomings and dysfunctions often noticed with regard to the administrative and financial of the institutions.

The acting President of the Audit Bench of the Supreme Court, Théodore Mbenoun said while chairing the opening ceremony of the forum yesterday that the 160 institutions deal with FCFA 1,700 billion. “With such amounts of money, the obligation of rendering account must be necessary”, he stated. He said accounts must be regular, sincere and give a faithful image of the property of the institutions.

Boards of administrators of government institutions and State corporations, Théodore Mbenoun disclosed, by law, are empowered to approve the administrative and management accounts of the institutions as well as the annual statements of accounts. This mission has however, been hampered by some shortcomings and dysfunctions, he said, citing the non respect of regulations relating to the designation, advantages, duration of mandates of social structures and incompatibilities, lateness in the provision of accounts and insufficient documents. The production of management accounts and annual statements of account have not expectedly improved quantitatively and qualitatively, he explained.

The Yaounde exchange forum, Mr Mbenoun said in an interview, is important as its is necessary that the board chairpersons understand the expectations of members of the Audit Bench of the Supreme Court. The forum which comes after another one with the heads of government institutions and General Managers of State corporations, is intended to sensitise and inform the board chairpersons on the gimmicks of management. Topics discussed centre on the role, rights and obligations of the boards of administrators, management irregularities and dysfunctions noticed by Audit Bench of the Supreme Court. Debates also centre on the compliance of the boards of administrators with the laws in force and the application of laws on the management of the institutions.
