			<content:encoded><![CDATA[<p>La commercialisation de la toute première tablette tactile conçue du design à la technologie en Afrique a débuté au Congo-Brazzaville, a-t-on appris lundi auprès de son inventeur, l&#8217;informaticien congolais Vérone Mankou.</p>

Aujourd&#8217;hui (lundi), chacun peut l&#8217;acheter&#8221;, a déclaré à l&#8217;AFP le jeune homme de 26 ans.</p>
<p>La tablette est baptisée Way-C: la &#8220;lumière des étoiles&#8221;, dans un dialecte du nord-Congo. Elle mesure 19 cm de long, 17 cm de large, est épaisse de 1,2 cm et pèse 380 grammes. Sa mémoire atteint 512 Mo et elle dispose d&#8217;un système wifi intégré.</p>
<p>&#8220;Sur le plan technologique, cette tablette est équivalente à toutes celles qu&#8217;on trouve sur le marché&#8221;, a affirmé M. Mankou, faisant allusion à l&#8217;Ipad du géant américain de l&#8217;informatique Apple.</p>
<p>Son prix: 150.000 FCFA (228 euros). &#8220;Acceptable et relativement bas, par rapport à la technologie utilisée&#8221;, a indiqué l&#8217;inventeur, par ailleurs conseiller en nouvelles technologies de la communication au ministère congolais des Postes et télécommunications.</p>
<p>La tablette, présentée au grand public pour la première fois en septembre 2011, a été conçue au Congo mais assemblée en Chine, &#8220;pour la simple raison que le Congo ne dispose pas d&#8217;usine et pour des raisons de prix&#8221;, a-t-il ajouté.</p>
<p>&#8220;Elle est vendue exclusivement dans les boutiques Airtel Congo&#8221; de Brazzaville et Pointe-Noire, une société privée de téléphonie mobile filiale du groupe indien Bharti avec qui la société de M. Mankou -VMK (Vumbuka, réveillez-vous, en kituba, deuxième langue nationale)- a conclu un accord.</p>
<p>&#8220;Avec cette société nous avons également conclu un partenariat pour l&#8217;utilisation de la 3G parce que la tablette n&#8217;a que le wifi intégré&#8221;, a précisé l&#8217;inventeur.</p>
<p>Le financement du projet, né en 2006, s&#8217;élève à plus de 80 millions de FCFA (près de 122.000 euros), essentiellement apportés par VMK. La tablette doit être commercialisée dans dix pays d&#8217;Afrique de l&#8217;ouest, en Belgique, France et en Inde à compter du 15 février, selon M. Mankou. &#8211; ANP/AFP</p>

			<content:encoded><![CDATA[<p>Officials in the Ministry of Posts and Telecommunications affirm Cameroon will soon be linked up to two additional submarine telecommunications cables.</p>
<p><a href="http://files.cameroonwebnews.com/uploads/2012/01/s-OPTIC-FIBER-CAMEROON-SHORES_large.jpg"><img class="aligncenter" title="Optic Fiber on Cameroon shores " src="http://files.cameroonwebnews.com/uploads/2012/01/s-OPTIC-FIBER-CAMEROON-SHORES_large.jpg" alt="" width="495" height="280" /></a>Experts say the information heralds a slash in costs and better quality telecommunications as the country seeks to become the optic fiber junction for landlocked neighbors, Chad and the Central African Republic. Cameroon already serves as their link to the underwater South Atlantic 3, or SAT3, optic fiber cable fitted along the continent’s Atlantic coastline.</p>
<p>The announced cables include the WACS [West African Cable System], with a node to enable connection already implanted in Limbe, on the shores of the Atlantic Ocean in the country’s south west. According to insiders at the ministry, its implantation was ordered by the Cameroon subsidiary of the South African mobile telephone multination, MTN.</p>
<p>It will be put into operation following the signature of a protocol agreement between the company and the ministry.  Another submarine cable being drawn to Cameroon’s shores is the ACE.  The venture is masterminded by the French-owned Orange and will have its node fitted at Kribi, another seaside resort in the south.</p>
<p>Edouard Abada Abah, Secretary General in the Ministry of Posts and Telecommunications told reporters at a New Year wish ceremony earlier this week that the cables will usher in numerous advantages for Telco service consumers across the country.</p>
<p>“The access capacity of our country to the global information highway will be greatly improved and users can look forward to higher quality and lower costs for telecommunications including telephone call rates and internet access rates,” he explained. But no dates have been announced for the inking of the agreements between the mobile telephone investors and the government.</p>
<p>In December, telecommunications users and service providers in Cameroon’s commercial nub, Douala, heaved deep sighs of relief after the city was finally fitted with a 50Km optical fiber loop. Post and Telecommunications Minister, Jean Pierre Biyiti Bi Essam, formally inaugurated the infrastructure, emphasizing it was a major development milestone.</p>
<p>“It will ultimately revolutionize telecommunications in Cameroon by rendering it more fluid.  People will take less time to access the Internet and transmit huge volumes of data faster. We will progressively deploy optical fibers in all ten regional headquarters.  The capital Yaoundé follows suit in 2012,” he declared.</p>
<p>Optical fibers or fiber optics are long strands of pure glass as tiny in diameter as a human hair. They are assembled in bundles called optical fiber cables and are used to transmit digital information in the form of light signals over drawn-out distances.  Until now, telecommunications in Cameroon including voice, data and image transmission have been conducted via satellite bouncing or metallic wire connections characterized by capacity drawbacks.</p>
<p>“It’s been so disheartening.  On bad days, it is easy to spend five hours just trying to download or upload audio or video files that weigh even only one megabyte.  Sometimes, customers get so angry and accuse us of deliberately slowing down the system to oblige them spend more time online to increase our revenue,” Linda Moukoury, a Douala cyber-café manager complained.</p>
<p>Experts say such grumbles will eventually fade out. Telecoms engineer Olivier Tahou says the optic fiber installation offers a larger bandwidth or data flow rate.  A bandwidth depicts the maximum amount of information that can be conveyed along a channel in bits per second.</p>
<p>“We have been used to transmission rates of 128 kilo octets per second.  But we are now looking at flow rates of between 2 megabits per second to 10 megabits per second.  That’s multiplying the current capacity by 10 to 100 times.  It is like adding more lanes on a highway to increase traffic flow and at the same time avoiding traffic jams,” He explained.</p>
<p>He argued that compared to metal wire, optical fibers eliminate interference between electric signals being transmitted in the same cable, are less bulky, are non-flammable as well as require lower-voltage transmitters.</p>
<p>Apart from ushering in high-speed and smooth connectivity, other cyber-applications like video-conferencing, video-surveillance, e-government, e-commerce, e-learning and e-health, among others will be facilitated.</p>
<p>The Douala loop and others previewed nationwide will be controlled by the state-owned Cameroon Telecommunications, CAMTEL.  Officials say they are currently elaborating modalities and costs for the country’s mobile telephone operators, internet service providers, companies, organizations and households desiring to hook up to the network.</p>
<p>However, Raphael Nlend, Director of Planning and Development in the Ministry of Posts and Telecommunications says costs will certainly drop.  “It’s a response to demands from telecoms operators, service providers, businesses and individuals. They will pay cheaper for high-speed connections and it will improve business transactions as well as make Cameroon a telecommunications hub in the Central Africa sub-region,” he said. Cameroon is already fitted with a 3,200Km optic fiber cable backbone running from the desert north to the Atlantic coasts in the south.</p>

Le premier a une page d&#8217;entrée qui demande aux internautes de contacter les députés et les sénateurs de leur circonscription respective pour leur demander de s&#8217;opposer à ces législations. Quant à <a href="http://www.google.com/" target="_blank">Google</a>, il a juste mis une bande noire sur son logo avec en dessous une message qui demande au congrès de ne pas censurer l&#8217;internet. Si vous cliquez sur son <a href="https://www.google.com/landing/takeaction/" target="_blank">logo</a>, la page qui s&#8217;ouvre vous éduque sur les projets de loi contestés.</p>
<p><strong>SOPA et PIPA</strong></p>
<p>Qu&#8217;est ce que <a href="http://www.washingtonpost.com/blogs/ezra-klein/post/everything-you-need-to-know-about-congresss-online-piracy-bills-in-one-post/2011/12/16/gIQAz4ggyO_blog.html" target="_blank">SOPA</a> et PIPA? Ces deux acronymes ne sont que les initiales des deux projets de loi sur lesquels les membres du congrès planchent depuis plusieurs mois:<br />
Stop Online Privacy Act (SOPA) pour les députés,et Protect Intellectual Property Act (PIPA) pour les sénateurs.</p>
<p>A cause de la piraterie qui s&#8217;accentue sur l&#8217;internet et dont l&#8217;effet immédiat est la baisse des revenus des producteurs de cinéma et des grandes maisons de disque,<br />
ces deux entitées ont saisi le congrès pour demander qu&#8217;une loi soit votée pour protéger les oeuvres des artistes. Toutes les parties concernées, à savoir les producteurs de Hollywood, ainsi que les propriétaires des sites internet comme Google, Wikipedia, Reddit, WordPress, etc. reconnaissent que la piraterie est un sérieux problème. Mais pour les opposants à ces projets de loi,  les conséquences seront néfastes si le congrès adoptait ces lois. Ces opposants veulent une législation, mais pas celle qui va les empêcher de faire leur &#8220;travail&#8221;. Ils disent que le législateur en votant ces lois, donnera trop de pouvoir au gouvernment pour suspendre les sites internet dès qu&#8217;une violation des droits d&#8217;auteurs sera constaté, même si la justice venait à  reconnaitre l&#8217;accusé non couplable.</p>
<p><strong>Comment contourner l&#8217;écran noir?</strong></p>
<p>Comment continuer sa recherche pendant le &#8220;blackout&#8221;? Si vous êtes un habitué de Wikipedia, sachez que plusieurs sites de recherche existent où vous pouvez continuez vos travaux académiques. D&#8217;ailleurs si vous êtes étudiant, Wikipedia  n&#8217;est pas le site le plus indiqué pour faire des recherches académiques. Il existe une plétore de sites tels que <a href="http://books.google.com/bkshp?hl=en&amp;tab=mp" target="_blank">Google Books</a> et <a href="http://scholar.google.com/schhp?hl=en&amp;tab=ps" target="_blank">Google Scholar</a> qui sont des sites ou vous pouvez commencer une recherche. En plus, il y a<a href="http://www.jstor.org/" target="_blank"> JSTOR</a> et <a href="http://www.doaj.org/" target="_blank">DOAJ</a> pour les revues savantes, <a href="http://muse.jhu.edu/" target="_blank">Project MUSE</a> pour les recherches académiques et <a href="http://www.lexisnexis.com/en-us/home.page" target="_blank">LexisNexis</a> pour les titres de journaux. Certains de ces sites ne sont pas gratuits, mais pour obtenir de meilleurs résultats pour vos recherches, ces sites sont mieux que Wikipedia. D&#8217;ailleurs Wikipedia s&#8217;inspire de ces sites pour enrichir son encyclopédie.</p>

<p>Zinger Systems began as a business idea in the minds of a few Cameroonian entrepreneurs. After they spent one year developing their academic software and business model at Activspaces, a technology hub in southwest of the country, they eventually launched their business and now employ eight people.</p>
<p><a href="http://files.cameroonwebnews.com/uploads/2012/01/s-INNOVATION-EMAIL_large.jpg"><img class="aligncenter" title="innovation email " src="http://files.cameroonwebnews.com/uploads/2012/01/s-INNOVATION-EMAIL_large.jpg" alt="" width="495" height="280" /></a>Activspaces is a shared office space where designers, software developers, artists and more can gather. “We’ve realized that many enterprising techies work in isolation in Cameroon,&#8221; said the space&#8217;s community manager, Al Banda. &#8220;They’re struggling to solve problems that have been tackled before. But they’re trying to do this by themselves in these tiny silos. We think that by bringing people together, we’re building a community centered around technology and pushing ideas together with a strong group spirit.”</p>
<p>Someone who wants to join the community applies to the Activspaces board with their idea, which is then reviewed, and if accepted they gain access to workshops and help with gaining finance for their business.</p>
<p>“So basically we incubate initiatives – innovative initiatives,&#8221; said Banda. &#8220;If one has a project which they feel can really be of impact to the community, they apply to active spaces with this project. We’re basically just a hub where people come together and try to solve problems and build businesses out of these problems.”</p>
<p>The purpose is to achieve financing for business – and Banda stressed it is not a charity endeavor. &#8220;Just giving out grants to Africa is not really the way forward, because you’re putting in value where nothing has been given in return,&#8221; said Banda. &#8220;I think we need to focus on making proper investments.”</p>
<p>This year Activspaces is launching a super-incubator that will place entrepreneurs in the same apartment living together, and of the ten ideas going into the competition, Banda said he expects five to emerge as working businesses by the end of 2012</p>
<p>Activspaces is part of a wider network of tech hubs known as Afrilabs, which also has co-work spaces in Kenya, Senegal and Uganda.</p>

			<content:encoded><![CDATA[<p>It could be the end of the World Wide Web as we know it: After rolling out just 22 top-level domains in the past 10 years, <a href="Internet Corporation for Assigned Names and Numbers (ICANN)" target="_blank">Internet Corporation for Assigned Names and Numbers (ICANN)</a>, the nonprofit formed in 1998 to coordinate the Internet&#8217;s naming system, is flinging the doors open on Thursday, allowing companies, organizations and cities to register for any generic top-level domain (gTLD) they want.</p>
<p><a href="http://files.cameroonwebnews.com/uploads/2012/01/s-DOMAIN-NAME_large.jpg"><img class="aligncenter" title="Domain name " src="http://files.cameroonwebnews.com/uploads/2012/01/s-DOMAIN-NAME_large.jpg" alt="" width="429" height="280" /></a>While most of the websites people visit now typically have extensions like .com, .org or .edu, companies and organizations will essentially be able to make up their own starting this week. For example, if Pepsi buys .pepsi, it can launch its own drink.pepsi website.</p>
<p>By the time the process is finished in 2013, Web addresses could start to look less like the streamlined World Wide Web we know today and more like the Wild Wild West. &#8220;We&#8217;re talking about a large number of words,&#8221; ICANN spokesman Brad White said. It means a large number of characters as well, in Chinese, Greek, Hebrew, Arabic and Cyrillic &#8212; which White says &#8220;can dramatically increase the Internet penetration rates&#8221; globally.</p>
<p>Why so expansive of a move? &#8220;The whole reason we&#8217;re doing this is to increase competition and innovation on the Internet,&#8221; White explained. &#8220;We were devised by the U.S. government to increase innovation and competition in the domain space. What we&#8217;re trying to do is give innovators a blank palette here. We don&#8217;t know how innovators will use this new gTLD space to come up with new ways to use the Internet. The most exciting thing is not what we can visualize, but what we can&#8217;t.&#8221;</p>
<p>Some entrepreneurs are visualizing this as a big moneymaker, and planning to place their stakes as <a href=" http://online.wsj.com/article/SB10001424052970204124204577149033198903356.html?mod=WSJ_hp_MIDDLENexttoWhatsNewsSecond" target="_blank">domain-name speculators</a>, according to a recent report in The Wall Street Journal. Some of the in-demand properties include .eco, .bank and .wine.</p>
<p>The opportunities may be endless, but the costs and requirements are exclusionary. It costs $185,000 just to apply for a gTLD, which is &#8220;a drop in the bucket compared to the costs of running an Internet registry,&#8221; White said. &#8220;Applicants have to show they have they appropriate capital and technical understanding. The guidebook of how to apply for this thing is 300 pages long. It&#8217;s not one-size-fits-all, and we don&#8217;t want people to be caught unaware of what it takes.&#8221;</p>
<p>That means while corporations like Pepsi shouldn&#8217;t have a problem registering for.pepsi, smaller businesses may be shut out. ICANN does offer an <a href="http://www.icann.org/en/announcements/announcement-20dec11-en.htm" target="_blank">Applicant Support program that provides financial and nonfinancial assistance</a> to what it calls &#8220;deserving applicants,&#8221; <a href="http://www.icann.org/en/topics/new-gtlds/draft-applicant-support-criteria-10dec11-en.pdf" target="_blank">based on three criteria sets</a>: public interest benefit, financial need and financial capabilities.</p>
<p>Although skeptics wonder about possible issues with security or fraud, White said the new space is safer than the existing one. &#8220;Rights holders can register to protect their trademark even if they&#8217;re not applying for a domain,&#8221; he says. &#8220;We do background criminal checks of prospective registry operators, have a trademark clearinghouse and a different dispute resolution program. Current threats were analyzed and the defenses against them were improved upon.&#8221;</p>
<p>The deadline for applications is Apr. 12.</p>

Et même les coups de balai répétés n&#8217;arrivent pas à s&#8217;en débarrasser véritablement.</p>
<p>C&#8217;est le cas par exemple au quartier Nsiméyong à Biyem-Assi. A partir du carrefour dit «chapelle Nsiméyong» où la couche de poussière soulevée par les véhicules est toutefois moins épaisse que celle qui s&#8217;élève au lieu-dit «carrefour caca» sis à un jet de pierre de là, nombreux sont les conducteurs de mototaxis qui ont opté pour le port d&#8217;un cache-nez afin de se protéger. «Nous sommes les personnes les plus exposées à la poussière.</p>
<p>Pour éviter certaines maladies, nous sommes donc obligés de nous couvrir les narines», explique Jean, un «bendskineur» rencontré hier, mardi 10 janvier.</p>
<p>Propos appuyés par Issac Akoutou, son collègue : «Dieu seul sait combien de fois nous inhalons la poussière en journée. Nous essayons juste de nous protéger.» Mais cela n&#8217;est pas le propre des conducteurs d&#8217;engin à deux roues, puisque certains habitants ont également adopté le cache-nez.</p>
<p>D&#8217;autres vont plus loin en portant des chaussettes par-dessus leurs babouches pour, disent-ils, protéger leurs pieds. Et ici comme ailleurs où les routes ne sont pas bitumées, la crainte des maladies récurrentes en saison sèches, les principales étant la conjonctivite, la grippe saisonnière, la méningite et les infections respiratoires, hante certains riverains.</p>
<p>«Nous enregistrons de plus en plus des cas de rhume, de grippe et de toux depuis le début de la saison sèche», renseigne un médecin de l&#8217;hôpital de district de Biyem-Assi. Ce dernier craint par ailleurs la résurgence du choléra, suite aux pénuries d&#8217;eau qui s&#8217;intensifient généralement en saison sèche.</p>

<p><a href="http://files.cameroonwebnews.com/uploads/2012/01/s-SAMUEL-ETOO-TELECOM-SA_large.jpg"><img class="aligncenter" title="Samuel Etoo Telecom S.A" src="http://files.cameroonwebnews.com/uploads/2012/01/s-SAMUEL-ETOO-TELECOM-SA_large.jpg" alt="" width="495" height="280" /></a>La société Eto’o Telecom Sa qui a présenté aux populations de Douala sa marque Set Mobile à la fin du mois de décembre 2011 n’a pas encore un récépissé de déclaration pour la fourniture des services à valeur ajoutée comme le stipule la loi 2010 régissant les communications électroniques au Cameroun. Eto’o Telecom Sa dispose plutôt d’un récépissé transitoire de déclaration. L’Agence de régulation des télécommunications (Art) l’a indiqué dans un communiqué paru hier, 05 janvier 2012, dans le quotidien Cameroon Tribune. « Il convient de souligner que la société Eto’o Telecom SA a reçu de l’Art, un récépissé transitoire de déclaration pour la fourniture des services à valeur ajoutée », précise le directeur général de l’Art, Jean Louis Beh Mengue.</p>
<p>L’Agence profite de l’occasion pour préciser la nature des activités de la société lancée par le capitaine des Lions indomptables, Samuel Eto’o Fils. « L’activité principale d’Eto’o Telecom SA consistera à la revente du trafic téléphonique au travers des réseaux des opérateurs concessionnaires de téléphonie que sont Camtel, Mtn Cameroon et Orange Cameroun », souligne le communiqué. Une activité relevant du régime de la déclaration.  En clair, conformément à l’article 15 (1) de la loi 2010 régissant les communications électroniques, Eto’o Telecom SA va acheter du trafic en gros à l’un des trois opérateurs de téléphonie mobile existant et le revendre au public à travers sa marque Set Mobile. L’Art dans son communiqué précise qu’il ne s’agit pas « de l’établissement et ou l’exploitation d’un nouveau réseau de téléphonie mobile ».  Une soixantaine de société dispose de titres d’exploitation similaires, indique l’Art.</p>
<p>TIC Mag s’est rapproché d’Eto’o Telecom SA afin de savoir pourquoi elle dispose d’un récépissé transitoire de déclaration et non d’un récépissé de déclaration comme le stipule la loi. Le directeur général, Charles Gueret, est en déplacement hors du pays, a-t-on appris hier. Joint hier au téléphone, Me Kaldjob Gabriel Parfait, administrateur d’Eto’o Telecoms Sa et par ailleurs avocat de Samuel Eto’o Fils, n’a pas souhaité réagir. Certains médias ont annoncé le lancement des activités de Set Mobile le 21 janvier 2012. D’ici là, la société pourrait avoir un récépissé. 50 000 puces Set Mobile seraient déjà vendues d’après La Nouvelle Expression. La société devrait également choisir son grossiste parmi les trois opérateurs de téléphonie mobile existant.</p>
<p><strong>Aucun document</strong></p>
<p>Au ministère des Postes et Télécommunications, l’on affirme que Eto’o Telecoms SA n’a encore présenté aucun document officiel et légal d’opérateur dans le secteur des télécommunications. De sources sûres, Samuel Eto’o Fils, le Pca de la structure, a juste rencontré le ministre des Postes et Télécommunications, Jean-Pierre Biyiti bi Essam, qui a salué l’initiative du capitaine des Lions indomptables en lui promettant le soutien du Minpostel. C’était en septembre 2011.</p>
<p>Selon  l’article 15 (2) de la loi 2010 régissant les communications électroniques, la déclaration est subordonnée aux conditions d&#8217;exploitation portant sur :   la nature, les caractéristiques techniques des équipements, la zone de couverture    les conditions de permanence, de disponibilité, de qualité et de neutralité du service ;    le respect des prescriptions techniques concernant l&#8217;accès au service, son interconnexion avec les autres services-supports et la compatibilité de son fonctionnement avec ceux-ci ;    les prescriptions exigées pour la défense nationale et la sécurité publique et enfin les modalités de calcul des contributions exigibles au titre de la participation au développement des communications électroniques sur l&#8217;ensemble du territoire./.</p>
<p><strong>Dispositions Légales</strong></p>
<p>Extraits de la loi 2010 régissant les communications électroniques</p>
<p>Article 15.- (1) Sont soumis à  une déclaration préalable contre récépissé, les activités suivantes:</p>
<p>la fourniture au public de services à valeur ajoutée;<br />
la fourniture au public du service Internet;<br />
la revente du trafic téléphonique;<br />
tout service de communications électroniques à partir des terminaux de systèmes globaux de communication par satellite (GMPCS);<br />
l&#8217;utilisation d&#8217;une liaison louée de capacité supérieure à 10 mégabits par seconde.</p>
<p>(2) La déclaration est subordonnée aux conditions d&#8217;exploitation portant sur :</p>
<p>la nature, les caractéristiques techniques des équipements, la zone de couverture    les conditions de permanence, de disponibilité, de qualité et de  neutralité du service ;<br />
le respect des prescriptions techniques concernant l&#8217;accès au service, son interconnexion avec les autres services-supports et la compatibilité de son fonctionnement avec ceux-ci;<br />
les prescriptions exigées pour la défense nationale et la sécurité publique;<br />
les modalités de calcul des contributions exigibles au titre de la participation au développement des communications électroniques sur l&#8217;ensemble du territoire.</p>
<p>Article 16.- Peuvent être établis sur simple déclaration contre récépissé:</p>
<p>les réseaux privés internes;<br />
les réseaux privés indépendants autres que radioélectriques dont  les points de terminaison sont distants de moins de 300 mètres et  dont les liaisons ont une capacité inférieure à 10 mégabits par seconde;<br />
les installations radioélectriques exclusivement composées d&#8217;appareils de faible puissance et de faible portée, dont les catégories sont déterminées par l&#8217;Administration chargée des Télécommunications.</p>
<p>Article  17.- Les modalités d&#8217;obtention d&#8217;une déclaration ainsi que les conditions d&#8217;exploitation des réseaux et  installations  visées à l&#8217;article  16  ci-dessus sont déterminées par un texte particulier.</p>

			<content:encoded><![CDATA[<p>Starved of electricity but with plentiful methane-rich manure, rural livestock farmers in this heavily agricultural nation have become unlikely heroes and beneficiaries of Africa&#8217;s fight to curb greenhouse gas emissions.</p>
<p><a href="http://files.cameroonwebnews.com/uploads/2012/01/s-CAMEROON-FARMERS-TURN-DUNG-INTO-POWER_large.jpg"><img class="aligncenter" title="Cameroon Farmers turn dung into power" src="http://files.cameroonwebnews.com/uploads/2012/01/s-CAMEROON-FARMERS-TURN-DUNG-INTO-POWER_large.jpg" alt="" width="495" height="280" /></a>Take 46-year-old Juliana Mengue, who was widowed five years ago and has to care by herself for 40 cows on her a one-and-half acre farm in Bafut village in northwest Cameroon. A government program set up with the help of the Cameroon branch of global nonprofit Heifer International has turned her animals&#8217; manure, more traditionally used only as a fertilizer in crop-farming, into fuel, boosting her family&#8217;s income.</p>
<p>As a result of the cheap bio-gas she produces, she is now able to spend more on medical care, education and on increasing her animal stock.</p>
<p>&#8220;We also use (the bio-gas) for lighting and heating, replacing our local bush lamps and the use of wood fuel,&#8221; she told reporters during a trip organized by the government to view demonstration bio-gas production centres set up in her village and two others nearby.</p>
<p>Mengue said her family has not only gained financially from the project but has also grown in understanding of the environment and climate change.</p>
<p>&#8220;We were not aware how much destruction the decomposing dung was doing to the environment. Now we have been told it releases tonnes of methane gas that is very harmful, she said.</p>
<p>Methane, released from manure, is a potent driver of climate change, and efforts to curb its release around the world now focus on everything from capturing the gas to produce biofuel to changing the diets of livestock so they produce less of it.</p>
<p>Jean Kuete, Cameroon&#8217;s agriculture minister, told reporters that the bio-gas effort is just one of a range of government initiatives aimed at improving the lives of livestock farmers and their communities through innovative, sustainable and low-cost projects.</p>
<p><strong>NEW JOBS</strong></p>
<p>With combined technical and financial support from a specialized service in the Ministry of Agriculture that educates farmers about new techniques, farmers from the villages of Bafut, Bamendakwe and Santa have begun bio-gas production alongside cattle rearing and farming, generating new jobs, said Abel Kemba, an expert working on behalf of the agriculture ministry to help farmers learn new techniques in the northwest region.</p>
<p>&#8220;The biogas energy production technology is relatively low cost, therefore permitting many livestock farmers to embrace it, integrated with their traditional farming, without any big financial assistance,&#8221; Kemba told Alertnet during the visit to Bafut.</p>
<p>Many of the farmers say the new technology has brought meaningful changes in their lives and to their community, especially given the spiralling cost of fuel.</p>
<p>Henry Njakoi, country director of Heifer International Cameroon, says the construction of bio-gas digesters in demonstration farms can generate enough gas for whole communities. Farmers pay only about a quarter of the $120 cost of a manure biodigester, with Heifer International and the Ministry of Agriculture footing the rest of the bill.</p>
<p>Heifer International works internationally to donate livestock, seeds, trees and other support to small-scale farmers with the aim of giving them a sustainable source of long-term support.</p>
<p>To produce bio-gas, farmers collect dung from their livestock &#8211; cows, pigs, goats or sheep &#8211; and carrry it by wheelbarrow to the tank of the biodigester. They then mix the manure with an equal amount of water and stir. The mixture is left to decompose for some time with the resulting methane gas settling in an upper compartment of the tank.</p>
<p>The biodigester has a capacity of 18 cubic metres and is reinforced with earth bricks and, if possible, cement to ensure it is airtight.</p>
<p>At the end of the decomposition process, the manure is removed and dried into pads that are later transported to local fields to be used as fertilizer, Njakoi said.</p>
<p>A second biodigester pioneer, Micheal Mbu, who breeds pigs and goats as well as caring for 50 cows, says the process is simple enough for any farmer to understand and assures consistent profit, especially for those who use this new source of energy for other income-generation projects.</p>
<p>&#8220;I have piped and connected the methane to 10 cookers with two burners each to ensure a constant supply of fuel. This is because I use the energy to bake potatoes and flour cake and bread. This cottage baking industry employs five persons,&#8221; he said.</p>
<p>The manure generated by the biodigestion process is high in urea and other nutrients needed by plants, Njakoi said, and is an effective fertilizer.</p>
<p>Eugene Ejolle Ehabe of the government-owned Institute of Agricultural Research and Development (IRAD) Bambui- Bamenda in northwest Cameroon said in an interview that bio-gas production from manure and other waste matter, be it from animals or humans, if replicated nationwide would save the country large volumes of fuel wood lost to domestic cooking and could significantly boost development.</p>
<p>He noted that only a fifth of rural households have electricity and, in urban areas only 40 percent of homes have access to power. Every year in Cameroon, thousands of trees are cut down for wood as well as charcoal, the main source of cooking energy for rural dwellers who constitute over 65 percent of the population according to official figures from the Ministry of Economy, Planning and Regional Development, he noted.</p>
<p>&#8220;The production of bio-gas will reduce emissions of greenhouse gas, reduce deforestion,help preserve the forest and soil fertility, and above all improve the livelihood of farmers,&#8221; he said.</p>
