Attempt To Smuggle Late Council List: SDF Petitions ELECAM

Mr. Moukondo, SDF leader in Tiko attempts to knockout the CPDM after uncovering the ruling party’s elections tricks.

Tiko SDF Electoral District Chairman, Southwest Region, Daniel Mukondo Ngande, has lodged a complaint at the ELECAM headquarters in Yaounde, stating that the CPDM failed to submit its list of candidates for the Tiko Council for the September 30 elections.

When The Post met Mukondo, who is also the SDF list leader for the Tiko Council, on July 23, he said the move was to alert top ELECAM officials of what transpired in Tiko and to ensure that the late CPDM files for Tiko are not sneaked in for scrutiny. It was in this perspective that he addressed a complaint to the Board Chair of ELECAM, Dr. Samuel Fonkam Azu’u.

Dated July 22, 2013, the complaint is captioned: “Non-submission of CPDM Council List in Tiko”. In the complaint, the SDF District Chair recalls that the deadline for submission of files was July 17 at midnight. “I, as the list leader for the SDF Tiko, was at the ELECAM office up to 4 a.m on July 18 and noticed that the CPDM had not deposited their list.

I then consulted a bailiff who visited the office, talked to the staff and they confirmed that the CPDM party had not deposited any list as at 8 am on July 18. We had a meeting with the Regional Delegate of ELECAM for the Southwest on the issue on Friday, July 19, at the Tiko ELECAM office where the staff said they had received only files for the SDF and UNDP,” Mukondo’s complaint reads in part.

The complaint copied Dr. Dorothy Limunga Njeuma and Christopher Tambe Tiku – members of ELECAM Board for the Southwest – also notes that a copy of the bailiff’s report was submitted to the Southwest Regional Delegation of ELECAM. The report drawn up by the bailiff, John Forchu Jong, on July 18, 2013, notes that “as at midnight of 17th July 2013, the CPDM had not deposited their list of councilors to run for the September 2013 council elections…

The law says if any party fails to deposit their list at the deadline, which was midnight of 17th July 2013, the list will be rejected,” the bailiff quoted declarations made by Mukondo. The report states further that at the Tiko ELECAM office, the SDF list was received at 10:55 p.m. and that of UNDP at 11:55 p.m. on 17th July, but that of the CPDM was yet to be submitted.

Mukondo is quoted to have declared that “they heard people talking outside the ELECAM premises that there is disagreement amongst the CPDM members [reason] why their list is not yet submitted [and] that the SDO of Fako and the DO of Tiko have ordered the detention of Fako IV CPDM Section President, Eteki Charles Dikonge and Enoh Baiye Napoleon, Youth Sub-Section President of the CPDM Ombe Sub-Section.”

Mukondo is quoted to have declared further that after 12 a.m. on July 18, he left the ELECAM premises, leaving behind Elvis Qui Sakeh and Valentine Neba Che, all of UNDP, and Andrew Forbong of the SDF, to keep vigil and get the time the CPDM will submit their list.

He said the party militants left behind told them afterwards that a CPDM militant came to the ELECAM premises at about 12:05 am without any files or list and left and that later on at 4 a.m; Chief Mesoso of the CPDM came and lingered around, saw them (UNDP and SDF militants) and left.

Highlighting the call for the CPDM list of Tiko to be rejected for failing to respect the deadline, the SDF list leader is also reported to have met the Tiko ELECAM head, Catherine Ngwenson Limunga, in her house in the morning of July 18 and she confirmed that only the “process verbal” of the SDF and UNDP parties had been received.

The bailiff recounted that on the request of his client, they visited the Tiko ELECAM office, where in the absence of the head of the structure, Mrs. Ngwenson, they met the following staff; Scott Osoh Tatah, Eyabi and Charlotte Ebanja. While Osoh declared that he received the SDF list at 22:55p.m. and that of UNDP at 23:55 p.m.

on July 17, 2013, and worked on that of the SDF up to 2:30 a.m. and that of UNDP up to 4:50 a.m. on July 18, 2013, Charlotte Ebanja refused to make any declaration. Meanwhile, Sakeh and Neba of UNDP who stayed behind to keep vigil corroborated what they had told Mukondo, adding that “it was only at 5 a.m. this morning (July 18) that Charlotte Ebanja brought the CPDM list and files inside a ‘MAYOR’ vegetable oil carton.”

Forchu reported to the ELECAM Board Chair that “inside the Tiko ELECAM office, we saw the ‘MAYOR’ vegetable oil carton with a green file jacket inside.” Wondering why Charlotte Ebanja became an errand girl for the CPDM party, Mukondo said all staff members of ELECAM must demonstrate neutrality in all their activities.
